NHS Health Boards

Delivery of frontline healthcare services in Scotland are the responsibility of 14 regional National Health Service (NHS) Boards that report to the Scottish Government. Current boundaries of NHS Health Boards in Scotland are defined by National Health Service (Variation of Areas of Health Boards) (Scotland) Order 2013 (SSI 2013/347), which came into force on April 1st 2014, and replaces the previous definition based upon the former Regions and Districts of the Local Government (Scotland) Act 1973. This change was made in order to re-align Health Boards with the combined area of each Local Authority that they serve. Subsequent changes to Local Authorities will result in corresponding amendments to Health Board boundaries in order to maintain alignment.

Statement

The boundaries of Health Boards were originally constituted by The National Health Service (Determination of Areas of Health Boards) (Scotland) Order 1974 (SI 1974/266), by reference to Region, District and Islands Area local authorities which were defined in the Local Government (Scotland) Act 1973. An amendment to that order was made in 2006 (SSI 2006/33) to allow the abolition of Argyll & Clyde Health Board. Since Health Boards were based on groups of the Local Government Regions and Districts that existed before the introduction of Council Areas in 1996, there arose cases where Health Boards crossed Council boundaries. The areas affected by this were Ardoch, Moodiesburn, and Rutherglen (Greater Glasgow and Clyde, Highland, and Lanarkshire Health Boards). A number of minor discrepancies also existed due to the underlying source data (e.g. digitising at various scales, or currency of products used). As a result of these discrepancies, the decision was made to re-align Health Boards with Local Authorities. This was enacted by the National Health Service (Variation of Areas of Health Boards) (Scotland) Order 2013 (SSI 2013/347), which states that the extent of each board matches the combined areas of the Local Authorities that they serve. Subsequent changes to Local Authorities by formal administrative review will result in a corresponding change to Health Boards.

A summary of amendments affecting Health Boards is as follows:

Effective 2006-01-04 (SSI 2006/33):

Effective 2018-02-02 (SSI 2017/430):

• Keltybridge and Fife Envirnonmental Energy Park at Westfield

Effective 2019-04-01 (SSI 2018/308):

• Local Authority boundary change at Cardowan

This digital dataset is coterminous with Local Authority boundaries as defined by Ordnance Survey (BoundaryLine, pre-release May 2019), and was created by aggregating Local Authority boundaries up to their corresponding Health Board. The dataset has not been clipped to the mean high water mark. The dataset is managed by the Scottish Government's Geographic Information Science and Analysis Team (GI-SAT), who carry out any required updates with the advice of the Health and Social Care Integration Directorate.
