Local Resilience Partnerships

Regional and Local Resilience Partnerships (RRPs/LRPs) are the principal mechanisms for multi-agency co-ordination under The Civil Contingencies Act (2004). They promote co-operation between organisations in preparation for and responding to national emergencies. A Resilience Partnership may be activated to deal with the wider consequences of the emergency and ensure that multi-agency response is well coordinated and effective. Resilience Partnerships can be convened at a local level or across a wider area depending on the nature of the incident and the organisations involved.

Statement

The Civil Contingencies Act 2004 (Contingency Planning) (Scotland) Amendment Regulations 2013 transitioned the eight former Strategic Coordination Groups (SCGs) defined in The Civil Contingencies Act 2004 to three Regional Resilience Partnerships (RRPs), supported by twelve Local Resilience Partnerships (LRPs, which are designated by the RRPs), effective from November 1st, 2013. Resilience Partnership Areas are defined as aggregates of Local Authority boundaries (as in Ordnance Survey BoundaryLine), and can change following an administrative area review to Local Authorities.

A summary of amendments affecting Local Resilience Partnerships are as follows:

Effective 2018-02-02 (SSI 2017/430):

• Keltybridge and Fife Envirnonmental Energy Park at Westfield

Effective 2019-04-01 (SSI 2018/308):

• Local Authority boundary change at Cardowan

The dataset covers all of Scotland, and is coterminous with Local Authorities (OS BoundaryLine, pre-release May 2019)
